Lucknow: The crucial Monsoon session of the state legislature beginning August 22, will approve supplementary budget as well as give its assent to the Constitutional Amendment Bill of Goods and Services Tax (GST). This would be a short session and will end on August 30. The Business Advisory Committee will decide whether or not this session should be extended further. Sources in the Vidhan Sabha secretariat said that the stat government would table supplementary grant of around Rs 25,000 Crore on August 24. The same day, GST Bill will be placed and will be passed. During the brief session, the House will also approve some ordinances on setting up private universities besides an Amendment bill to hike the salaries of Chief Minister and his council of ministers. However, this time, the scenario is set to be interesting in the House with more than a dozen MLAs having switched political allegiance. The Vidhan Sabha will have a new Leader of Opposition in Gayacharan Dinkar as the earlier LOP Swami Prasad Maurya has joined the BJP. Many legislators from Congress, BSP and SP too have switched sides. Source said that a legal process for disqualification of these members is pending with Speaker Mata Prasad Pandey and a decision is likely to be taken very soon. Meanwhile, Principal Secretary (Assembly) Pradeep Kumar Dubey said Chief Minister Akhilesh Yadav will inaugurate the oil portrait gallery of all former Chief Ministers in the Assembly premises during the current session. The CM will also inaugurate a digital portal where the old proceedings of the House since 1998 could be seen with the click of a mouse. The corridors of Vidhan Sabha is abuzz with speculation that the government could summon another Assembly session some time in November. The reason - it needs supplementary grants if it agrees to pay salaries to state government employees, teachers and pensioners as per recommendations of the 7th Pay Commission. The special committee set up to give its recommendation to the government for the 7th Pay Commission would give its interim report by November and a final report by February, 2017.
